Project Objective
- Develop a Replicable Debris Management Methodology (RDMM) for Ukrainian communities.

- Create a Circular Comprehensive Business Model (CCBM) for local recovery processes.

- Implement the “Debris2Resource” approach – turning debris into valuable resources.

- Build municipal and institutional capacity for safe debris management.

Pilot Cities

The project is developing a network of regenerative hubs in pilot cities — Borodianka and Irpin.

These hubs share a common mission: to promote material reuse, improve construction waste management, and advance circular economy practices at the local level.

Through partnerships with local communities, businesses, and international experts, the regenerative hubs are building a new circular economy ecosystem — one where waste becomes a resource for recovery and growth.



About
the Project
The D2R project brings together Ukrainian and European partners to tackle one of Ukraine’s most urgent recovery challenges – the management of construction and demolition waste generated by the Russian invasion.
The project focuses on developing and testing practical, safe, and scalable solutions for debris removal, sorting, and reuse – starting in the Kyiv region, one of the areas most affected by destruction. D2R works closely with Ukrainian public authorities, including the Ministry of Economy, Environment and Agriculture of Ukraine and Ministry for Development of Communities and Territories of Ukraine, pilot communities in Kyiv Oblast, in cooperation with international organisations and partners.

Pilot activities take place in war-affected communities – Irpin and Borodyanka – where the project develops and tests a Replicable Debris Management Methodology (RDMM) and a Circular Comprehensive Business Model (CCBM). Together, these tools aim to turn construction waste into usable secondary materials, while fully meeting environmental and safety standards – with particular attention to hazardous materials such as asbestos.

Beyond technical solutions, D2R supports policy development at both local and national levels and builds capacity among key stakeholders. The project’s results will be brought together at a final dissemination conference and supported by a replication strategy designed to enable wider uptake across Ukraine.
